N°145 _ les casernes reprennent du service

C'est une décision historique pour Libourne que vient de prendre la gouvernement; en effet l'Erat devait doter le territoire d'une quatrième unité d'instruction et d'intervention de la sécurité civile. C'est le choix qui a été fait il y a quelques jours d'installer cette unité dans las anciennes casernes de Libourne. Petit rappel sur ce que sont les casernes de Libourne: 39000 m2 de plancher et 21 bâtiments sur 8 hectares de terrain; le gymnase sur le site de Condat est également concerné par cette reconversion, soit un total de 11,5 hectares. Il y a quelques années les anciennes casernes avaient attiré l'attention de deux investisseurs sans que leur projet ne soit à ce jour mené à son terme. Suite à cette décision, va s'en suivre la réunion d'un groupe de travail qui doit mesurer et surtout gérer l'impact de cette implantation; ce sera également les élus municipaux et communautaires qui devront se prononcer sur la mise à disposition des casernes. Il faut savoir ce qu'est une unité d'instruction et d'intervention de la Sécurité Civile; ce sont des corps de troupes de l'armée de terre appartenant au génie; les sapeurs-sauveteurs sont détachés et mis pour emploi à la disposition du ministère de l'intérieur pour intervenir, tant en France qu'à l'étranger, face aux risques majeurs de toute nature pour protéger les populations et sauvegarder l'environnement en temps de paix. En permanence, des détachements spécialisés et autonomes sont aptes à intervenir sur toutes catastrophes naturelles comme la lutte contre les feux de forêts, les grandes inondations, les cyclones ou les tempêtes, également des risques technologiques, comme la dépollution maritime ou fluviale, la décontamination de masse, voire la participation à la lutte anti-terrorisme.
